Is UCSF medical center including UCSF School owned by the government?

I'm getting a new job at UCSF MEDICAL CENTER, is that owned by the government?... the reason why i ask is because a while ago i got caught for possession of marijuana but completed the DEJ program which should not show up on my background check. I am a little scard though because I heard if its a government job then they can find anything on your background.. Please answers . If you've been offered the position you can relax. Background checks have to be completed before an offer for employment is made. If they have an issue, they can inform you that your employment is probationary, but they have to inform you of that when they make the job offer.
