We had a baby born there back in 1994 when I was stationed in DC. It was a great place at that time. Local hotels/motels are going to be very expensive. Try the Navy Lodge for reasonable accommodations.
Keep out of Northeast and Southeast DC. They are almost free fire zones.
Bethesda is on the north side. All the bases.... Andrews AFB, Boling AFB, Washington Navy Yard, Marine Corps Quantico and the Pengaton are quite a distance away ... bad traffic.
