I went to that hospital while I was active duty. The thing is that 1/2 of the staff on any large military post is runned by active duty personnel. Some of these service members are very young and are required to work in their MOS (Military Occupation Speciality JOB). There is a lot of trail and errors, but depending on the experienced staff the place can be runned smoother and with more quality in customer service. Depending on when the hospital's workload...heavier workloads just before a deploying unit and when a unit returns can influence the efficiency as well.
