Since alQaedia was a CIA funded medical rehab center for the Mujaheddin, did Ayman al-Zawahiri radicalize them?

It seems alQaedia's goals were altruistic. Helping wounded Mujaheddin recover and get back in the War with Russia.

Then Doctor al-Zawahiri of the Muslim Brotherhood showed up and Whammo all of a sudden new goals new objectives.Since alQaedia was a CIA funded medical rehab center for the Mujaheddin, did Ayman al-Zawahiri radicalize them?
It's known that Dr. al-Zawahiri was Osama bin Laden's mentor during the Soviet War and "radicalized him". Bin Laden might be the official leader, but al-Zawahiri is the Dick Cheney of al-Qaeda (who is really in charge?)Since alQaedia was a CIA funded medical rehab center for the Mujaheddin, did Ayman al-Zawahiri radicalize them?
It sure didn't help that after the US pleaded for the Mujaheddin help in stemming the Russian invasion of Afghanistan, which they did, sacrificing many lives, the US went back on promises of rebuilding villages and schools, and left the Mujaheddin stranded with no further military or economic assistance. The US helped breed the hatred we later saw first hand from some of the more radical members of the Mujaheddin.
